Carb issue, help please

Hey jim i need some advise please.  I have an 00 ZX6R that im having a hard time with.  Bike ran perfect last season except for the occasional backfire when first started for the day.  Now im getting a huge backfire when i start her, and last time it wouldn't even crank as if it was locked up.   I assumed a carb problem, so i pulled the carbs and the first two cylinders where full of fuel all the way to the carbs, so it was hydrolocked.  I removed the carbs and put in a different needle and seat from another set of carbs i had laying around.  I thought i had it fixed but i tried to start her today and same thing.    Do you think its still the needle and seats since i did use a used set?? I never messed with the float level so i wouldnt think it would just change by itself.   Any suggestions?
